Question about puppies and the outdoors....?

We just adopted a puppy from the humane society and she is 8 weeks old. Its a little cold here and she is a very tiny pekingese mix so she shivers at the slightest draft of cold air. My question is what should I do about taking her outside to potty? she doesn't seem to enjoy the cool weather and just stands there shivering. I haven't had her out there for more than a couple minutes at a time so far. Should I just stick to puppy pads in the house for now or continue to try her outside? Thanks for any replies

Do NOT force it to be filthy indoors!.
It's SCARED,not cold *&* dogs are not orchids...mammals are WARM-BLOODED=make their own internal heat.
Confine(crate) when not under direct supervision & put out regularly.
