Question about net calorie intake?

I'm gonna try my best to make this make sense...

If one person eats 650 calories in a day and burns 550 (just making it clear that I DO NOT advise these eating habits), and another person eats 1400 calories in a day and burns off 1300, will both people lose the same amount of weight? Both have a metabolic rate of 987.

Will the person eating the 650 calories lose any weight at all?
Will they be better off (aside from the horrible health risks) than the person consuming more calories? DO people even burn off 1300 calories in a day? (is this unrealistic?)

What if the person eating 1400 calories burned off only 500 calories? Would they lose as much weight or more weight as the person eating an unhealthy amount?
