Question about my 91 Toyota Celica gas pedal.?

I'm sure the answer to this would be the same for any vehicle. Well when I press down on my gas pedal it is hard to press. Then when I do get it down i accelerate quickly almost spinning out. What would cause the pedal to have this resistance and how could i fix it?
 
look underneath the gas pedal there is a cable (wire)from the pedal through the fire wall , push down on the pedal with your hand and make sure the cable moves freely if not replace throttle cable
