question about my 1997 buick lesabre dual air control?

I have the same thing on my Pontiac, I was told it would cost a 500 hundred dollars to fix. The flap is not switching to let the cold air to that side. on mine they had to tear the hole dash out of the car Labor was the killer
 
i have passenger climate control in my 1997 buick lesabre and the driver's side a/c works fine, but the passenger side only blows hot air: if you adjust the passenger side climate control it shows it moving to colder, but does not change temp. of air coming out. Could this be a fuse, or is there a relay switch that can be checked? please help
 
internal duct flaps are closed directing air through heater core instead of ac condenser. these may be vacuum operated or elec.
