If imperviousness is less than 50% does that mean the surface absorbs less than 50% of the water or more than 50%?

Imperviousness means the ability to resist entrance; so 100% would be like a sheet of glass, no water can pass through it.

If it is less than 50%, then it means the surface absorbs more than 50% of the water that hits it.

Obviously, the more the better when you're dealing with concrete surfaces like driveways or sidewalks--not so much if it is a roof.
