could be wrong on this, but I think it was just frowned upon, not illegal. No one really wanted to, either. Most art movements seem to happen because the artists change their mind about what they want to paint most, and during the Renaissance they just wanted to focus on something other than classic Greek and Roman mythology. So the swap of themes was by choice anyways.
