Question about Honda City's fuel tank!?

Honda claims that the latest honda city (2009) has a 42 litre tank but whenever i refuel it, at the time when its almost empty, (the needle indicating E) even then i get a refuel of only about 32-33 litres! can anyone explain why is this so?
But that doesn't explain a difference of over 9 litres!
 
we dont have honda city's in USA and we dont go by liters. its gallons. but anyway the reason why for you is because the tank isnt completely empty genius! ever think of that?
