Question about home made mini bike?

Im wondering about a home made mini bike that im planning to make with some other people, and what i need to know is if a 31cc engine taken from a gas weedwacker would be powerful enough to get it moving and get it going at least 20MPH... Frame will most likely be made from mostly aluminum, and it will be approximately the size of a crf50 from honda, i'm also planning on using the tires that that bike uses also... Sorry, I know you can't really figure out much without much data, but it's all I have for now.
IKF, thanks for the answer... if you think 31cc will only get it going to possibly 15 MPH, then i'll probably go buy like a 70cc chinese engine off ebay or something... i didnt see any engines at the site u suggested
 
Don't listen to that other guy! The key is GEARING!

I doubt you will have enough power to take off from a dead stop very well without correct gearing and that in turn will effect your overall speed. You might take off OK with the right gearing but I doubt you will achieve 20 mph.

Your best bet would be to get a horizontal shaft Briggs & Straton engine from an old rotor-tiller. Check your local lawn mover centers for used engines. You should be able to score one of those for less than $50. There are several clutches available and any Tractor Supply store or ebay as they are VERY common.
 
Maybe with tuning you could go 15mph... if I were in this situation, I would use a motorized bicycle engine from somewhere such as sickbikeparts. If you have a little more money you could go a for a cheap 50-70cc scooter engine so you'll have a gearbox or at least a CVT- this can be quite important even if it will just be a toy bike.
