Question about Ford 1989 F-250 XLT LARIAT, read below?

"I recently purchased a 1989 ford f 250 xlt lariat which was in okay shape and the person selling it was taking 1300 for it. I thought it was a pretty fair deal for a truck that I was going to use only for emergencies and to haul stuff to and from the home improvement store. I came to find out that the man selling it had told me he had filled up the tank and the tank did indeed say full on the front dash board. I took his word for it and drove it home, the next day I drove it to check the tires on it and suddenly the truck was running out of gas, I switched to the auxiliary tank and the truck was fine, except that the fuel gauge went quickly to empty.
After getting it home I found this schematic online to help me trace the problem:


The first notion to pop into my head was to check the fuse that is labeled above ‘fuse panel 15 10A’, so I went to the fuse box and this is what I found:

I looked in the back to see if there was supposed to be a connector there and there wasn’t; not even a wire. So now to my question, I know that a fuse circuit has to be complete to work otherwise it protects nothing, so putting a fuse in here will do nothing. Am I to assume that this truck doesn’t use this fuse, because if it doesn’t then I am wasting my time? But it also has to because if I don’t fix it the tank selector and the gauge will have no power any suggestions?
