question about financial aid related to arrests?

can someone who was arrested for possession of marijuana still receive state or federal financial aid to go to college in the state of Pennsylvania?

i know someone who is in this situation and is worried.
it's my brother. he's already accepted to the college, & is supposed to be going 2nd semester.

he hasn't applied for financial aid yet & is worried he will get denied since he got arrested two months ago.
he only got caught with a roach under the seat of his car. he can't afford a lawyer.

this is his first time being arrested for possession.

he's 21 years old.

he hasnt gone to court yet.

he plans on applying for his financial aid like next week, and is afraid he'll get turned down.
 
The arrest for drugs may render them ineligible for financial aid but it shouldn't be an impediment to admission into college.

Whether it is or is not an impediment for financial aid, the question will be asked. Tell your friend not to lie on the application.
