Question about child permits and Central Casting? (10 points)?

I live near New York City. I don't know anything about child permits-when to get them, what they require, what they make me have access too. And also...a question about Central Casting. I know that they find extra casting for you and everything, but what do you need to sign up for it? (A permit, experience?) And also, I really don't get the I-9 and W-4 thing. Maybe you can explain it? Btw, I am 12 years old.
