Question about betta's fish tank=]?

I have a question about the conditioner I put in my fish's tank. Im supposed to put 5ml of conditioner for every gallon of water. It holds 2 gallons of water so I pul 10ml. If I only take 25% of the water out and replace it how much conditioner should I put in? A whole new 10 ml or just 25% of the waters worth? Thanks!
