nyotons 3rd law says every action has a reaction.
and because of frictionless of the ice surface she can move with blowing.
As she blows forward (action) the equal reaction moves her.
 
Here it is:
A woman stands in the middle of a prefectly smooth, frictionless, frozen lake. She can set herself in motion by throwing things, but suppose she has nothing to throw. Can she propel herself to shore without throwing anything?
