Question about a Bike?

The "26 inch" is the size of the wheels, not the size of the bike. You can ride a 26 inch bike if the frame is the right size. In general, once a frame is built for a given wheel size, it can't be changed to any other size without spending more money than the bike is worth.

I want this bike that is very cheap (only $129) and it is the cutest bike ever! The only problem is that the wheels are 26", and I would need a 24" bike. Is there any way a bike shop is able to get 24" wheels on this bike?
