Is the music industry threatening (and taking) action only against people who only SHARE music or against those who DOWNLOAD as well ?

Can they find out who has downloaded stuff from a particular site ?

The RIAA is takeing action aginst those who download music. You can choose wheather or not you want to share the files you download.
