Wrong.

Stove Top Directions:

* Old Fashioned Oats
o Chewier: Boil water and salt; stir in oats. Cook about 5
minutes over medium heat, stirring occasionally.
o Creamier: Combine water, oats and salt. Bring to boil.
Cook about 5 minutes over medium heat, stirring occasionally.
* Quick Oats
o Chewier: Boil water and salt; stir in oats. Cook about 1
minute over medium heat, stirring occasionally.
o Creamier: Combine water, oats and salt. Bring to boil.
Cook about 1 minute over medium heat, stirring occasionally.

Back to the original question: Are "Quaker Oats" (in the round box
that the package says to cook for 5 minutes), interchangeable with
"oatmeal" in a recipe for cookies that doesn't call for any wheat flour,
just oatmeal, peanut butter, etc.?

Spelling doesn't count. Cooking does.

Probably.

There are "Quaker Traditional Oats" that is probably what the recipe
means. Their package does not say 5 minutes the last time I looked.

There are "Quaker Quick Oats" that will probably work. Their package
does say 5 miues the last time I looked.

There are "Quaker Instant Oats" that might work. Their package lists a
time shorter than 5 minutes the last time I looked.

Yes; a very nice oatmeal cookie can be made without wheat flour, using
peanut butter and old-fashioned rolled oats (round box).
