Public Ordinance as punishment for shoplifting?

Nothing. That doesn't make sense. An "Ordinance" is just a type of law.

All I can think he might have been talking about is some sort of law in your unknown jurisdiction that allows for some kind of diversion program.

In future... if you don't understand what your lawyer tells you, ask him to explain. He works for you, remember, even if the PD's office pays his salary.

My public defender said he might be able to get me a public ordinance out of my case for shoplifting 1st offense at walmart. What does that mean?
