Protoman as the villain: Misconception or taking liberty?

Whenever I see a site or a poster discussing how Mega Man The Animated Series depicts Protoman, the common belief is:

The writers obviously played Mega Man 5 without finding out that Protoman was framed for those crimes."

But is that really confirmed?


Me? I always figured that they wanted a robot who could fight Mega Man on even terms and they wanted it to be an existing character. Remember, Mega Man 7 wasn't out yet, so there was no Bass to use in that vein.
 
I think it was just because you fight him in Mega Man 3 and he seemed like a good "evil Mega Man" candidate. I doubt the whole cartoon got produced without some kind of Bible being written with information from the games, I think your theory that they just threw what they wanted to out makes more sense.
 
I don't think my theory is more valid, just that it's something to consider before treating the other theory as a fact (unofficial fact at least).

I mean from what I've heard, the people behind Captain N didn't know who Samus was despite playing through Metroid.
