Can someone please tell me what type of propaganda this is? And why..

and what if any of the 7 basic techniques it can fall into "Name calling, testimonial, bandwagon, glittering generaltties, plain folks, transfer, cardstacking"

I'm having such a hard time identifying what is what and I have to do a presentation tomorrow. Any help would be appreciated!
 
This is termed "inoculation."

Just like a flu shot where some of the dead virus is injected to cause antibodies to develop, often propaganda is used the same way.

The public is told to expect something bad when the U.S. begins to pull out of Iraq.

People then can see the difficulties in staying, but will understand that once the U.S. stops the payments to the insurgents then there will be more warfare as the U.S. troops leave. Most Americans do not understand that the violence in Iraq has been reduced because the U.S. is paying the private militias to stop attacking Americans.

These payments will continue at least until the end of the U.S. presidential election campaign, but the insurgents have no guarantee of payments under the new administration.
