Problems with xbox live in game chat, help?

whenever i play a game on xbox live i can never hear other people when i go to the chat &im thing on the mini dashboard it says in game chat on whatever game im playing and has an orange voice icon isnt it supposed to be white? please help i dont know what to do or how to change the settings there are no problems with the headset
 
no it doesn't have to be white just you can chat in the mid game room waitin on a game to start but most of the time people will turn their microphones off while they are playing a game so they wont give away anything but also if you can hear them talkin and you cant seem to get them to hear you and you know your mic works you have to push a button like the d-pad to talk
