Problems with my Honda Rebels speed?

My Rebel only goes 56, and the speedometer says it can go 85.
i noticed that if the choke is down, then the speed is going to be slower, but i opened it all the way, and that only got me from 44 to 56.
when i get into 4th gear, the engine isn't screaming, so i know it should go faster, but it doesn't. Shifting into 5th gear does not help either. I don't know what I'm doing wrong. Is there a way to make it faster?
 
Probably needs a tune-up. Book it into a bike shop if you don't feel up to doing it yourself. Start by cleaning the air filter. Or, if it's a paper one, you'll have to replace it. Replace the spark plugs. If that doesn't cure it, the carburetors may need cleaning and/or adjusting.
