Problems with a 2002 Suzuki Aerio?

I am having problems with my car, I went to drive it today and as I was driving the steering wheel locked up on me and i had to swerve out of every ones way and into an empty parking lot. The car was shut off by the time I was stopped. I went and checked the oil and there was nothing there. So i went and put 2 quarts of oil in. when i go to start it, It sounds like It wants to start just something is preventing it. It sounds normal when I try to start it, it just won't start.This has never happened before and I just wanted to see what it could be.
 
when the steering locked up was it because the engine stopped running?

are you out of gasoline?

When you open the hood are all the belts there?

If you ran 100% out of oil you may have damaged the engine.
