Problems with 98 Chrysler Sebring?

Where is the ASD relay and the ECM on a 98 chrysler Sebring. We hear a humming noise from under the hood. On top of the driver side wheel well. Our Car will turn over but will not start. Has no spark. Please HELP!!!!!!!!!!!!!
