problems with 2001 dodge dakota?

when my motor is cold my truck has no power and it pops threw the intake after a minute or so it all of the sudden just takes off and is fine, i have changed plugs and wires, distributor cap and rotor button. some people say it could be restricted exhaust, does anybody have any other suggestion plz
