This is almost always a` carburetor/choke issue. If the engine is cool to cold check to see if the choke has closed. If not close it by hand. Then if the engine starts, make sure it opens correctly. This might be a leak down issue. Fuel leaks out of the carb. and pools in the intake. Sometimes this requires a carb. rebuild to cure. You might notice how you started the engine at the dock. If the engine is still warm, and had been running time you might try not pumping the throttle at all , just crank. Some times it needs just a little fuel to restart. Good Luck!
