Probelms installing Civilization 4?

Everytime i try to install Civilization 4. I get a error code saying:
(-5003 : Oxffffec75).
I went on the companys website and support and i tried both of there things to fix it, but i did not get any luck. I know it has something to do with the installsheild and wizard. But i cant reinstall those products because it costs money and i tried it already. No luck. Can someone please help me. The disc's are brand new and my computer meets the requirements.
 
Try restarting your computer without the disk in it, wait one minute after you log in, and then put the install disk in and try installing it, without opening any other programs.
