better than going to war? President Carter gave pardons to draft resistors two years before many draftees got their final honorable discharges. Veterans groups like the American Legion and parents of the dead begged him not to do it because it would be seen as an insult and proof that their sacrifice didn't matter. The first thing President Carter did was to pardon every draft resistor because he wanted them not to be convicted of a felony. He wanted them to be happy and to go home.
