pre-paid plans for verizon cell phones, but not a verizon plan?

I remember there being a plan in which I could still use my verizon cell phone, but without a verizon plan. I believe there was a pre-paid plan, but NOT through verizon?

Does anyone know what I'm talking about?

I'm not talking about the prepaid phones, or the verizon prepaid plans. Hmm.
