Pre-Made file maker scripted in HTML, PHP, JAVA, it doesn't matter?

Ok, does anyone have a pre-made file generator in any scripting language so i can put it on my site? I mean like first, you can tick some boxes of what you want enabled or not, and then click generate, and then you would be able to download a generated file with your predefined options. Is that possible? If so, please post the script here.
