Practice pedal (middle on upright) stuck? Sounds stay muted when pedal is not in use.?

The middle pedal on my Yamaha upright isn't working properly. When pressed down, it doesn't lift up all the way up by itself (you can't even feel the resistance of a spring when pressing it down) and normally, it has to be moved back up manually to restore the piano's sound to normal. Sometimes, this requires a few tries, or the sound isn't fully back to normal, but after some time, it returns to normal. This time, even when the pedal is moved up, the piano's sound is dampened. At one point, only the notes between C3 - A4 weren't dampened, but after trying to move the pedal down and pushing it back up to try and get all the keys back to normal, all the keys became dampened again. Is there anything I can do? And if I need to call in a technician, how much would it cost (a range please, in Australia)?
