power steering problems with 92 cadillac?

My rack and pinion has a severe leak and it does not leak when the car is off but it does do it when it is driving. As soon as you turn on the car the power steering flows out really fast. The Rack and Pinion is only 80 dollars new or 20 dollars used so why is the mechanic telling me 400 or 500 dollars to fix this problem.
 
that,s because he,s going to tear it up to fix it. your better off just to buy a used 1 that,s good and install it. it could just be a 0-ring too.
