Potty training a 5 month old with no immediate outdoor access and she keeps

eating the potty training pads? I do not have immediate outdoor access for me to potty train my 5 month old puppy outdoors. I've tried multiple times and she always goes prior to going outside-since it takes a minute & she can not hold it. I came to the conclusion that paper training my pup is the best method, however I can not get her to stop eating the puppy training pads. She rips them to shreds or moves it out of the way so she can potty on the floor. Her previous care provider let her and the other pups go potty on the floor-never took them outside. So I have to break a previous habit and train her to go on the pads. I've tried the scented spray, various scented pads, tape, placing a new pad over the soiled pad, and nothing seems to be working. I've even tried putting multiple pads down and removing one by one-they all get torn to pieces. I do not like the idea of leaving her alone with puppy pads when I know she will chew on them and possibly eat them. Litter box training will hurt the situation. Help!
