Post lease inspection agreement required?

California law requires landlord to send out deposit letter 21 days after move out day, along with receipt. Landlord sent out deposit letter without receipts 24 days later after move out date. The landlord claims he was waiting for us to sign a 'post lease inspection' that we had during walk-through. Our roommates were unsure to sign it or not, so we held off.

Well this inspection agreement is not required by law, i believe. Landlord wants to keep 2,200k deposit along with charging us an extra 1,400.

So if we go to small claims court. Does the landlord have a case saying that they were waiting for us to respond with post lease inspection agreement? Basically the post lease inspection agreement is very basic and is mostly to see if things are in working order, in which everything was in working order. The deposit letter is outrageous, and they are charging us for basic wear and tear.

Also I don't see how the deposit letter would change even if we did sign agreement right away, they already had their minds set-out to get us in the first place.

Example: microwave handle broke off, we bought a new handle from manufacture. The microwave was in 100% working order, Landlord went out and bought the same $600.00 microwave, along with $80 installation fee. Which is included in our deposit letter. lol
