Possibly seven weeks pregnant, negative test at doctor?

Sorry this is so long. I haven't had a normal period since Dec 21. I had some light spotting for about three days in the middle of January. My breasts have been sore for about a month and I've been getting a lot of headaches(which I don't normally get). I've taken a few hpt's (the results have been as follows: neg-pos-neg-pos-pos-neg). I went to the doctor the other day and they did a urine test which came up negative. I wanted a blood test done, but their policy is no blood test or ultrasound unless the urine is positive(which I think is retarded). So they told me that I probably had a chemical pregnancy and that if I get my next period I should consider it a miscarriage. The nurse calculated that I was probably around seven weeks pregnant. I'm so confused right now. How is that a chemical pregnancy? I was so happy to get a positve test and now this doctor is trying to tell me I'm going to have a miscarriage? Is there any chance that the doctor's test was a false negative and I am still pregnant?
 
I would try and see a different dr and get a blood test. I have a friend who took several hpts and they all came back negative. She got blood test and it was positive and she was pregnant. Sometimes the blood test is the only way to be totally sure. I would definitely fight for a blood test.
 
I had a miscarriage a few weeks ago and my dr took blood tests just to make sure there wasn't an ectopic pregnancy present. If your hormones are high it may be. Get a second opinion.
