Ported box or bigger sealed box?

I have 2 Fosgate P3s 4 ohm and a fosgate power t1500-bd mono amp. My subs are wired at 1 ohm. I have a box that was built with 1 cu. ft. of air volume per sub. This was recommended by fosgate. The subs hit very hard (lots of excursion) but I am not gettting anywhere near the bass i expeceted. Should i build a sealed box with more air volume? or build a ported box. Any suggestions are greatly appreciated thanks
