A lot of people that the queen of the school type character is stereotype as mean, consisted, and (nasty). What characters that fit the popular and / or rich girls are mean, and what characters break that stereotype.
Mean popualr / rich girls
Mandy (Total Spies) - she defentely one of the more meanest characters ever
Bonnie Rockwiller (Kim Possible) - we saw a hint of goodness in one or two episodes, but other than than, she is just rude inconstierate and unplessent
Mindy (Grim Adventures Of Billy And Mandy) - she is so annoying
Paulina (Danny Phantom) - she went out with Danny because she thought he was going out with somebody else, when she found out that wasn't the case, was going to dump me, doesn't get more mean than that.
Nice popular / rich girls
Mimi (Digimon) - we never saw her in a school enviroment, so I don't know her offical statous though her interaction with the other kids in Return To Highton View Terrace indicates she is well liked and quite popular, nor the wealth of her family, so she might not count persay, but personality fits that of a rich spoiled girl, she was kind of a snob, looks down on people. But deep down was a good person, who has compasion for others
Trixie Tang (Fairly Odd Parents) - it depends who is writing this weeks episode, but even when the non Butch Hartman writers tried to make more vain than she was in the beginning, she still not that mean compared to others
Mint (Tokyo Mew Mew) - another character that on the outside is a rude snob, but as you get to know, you find out she is a very nice person
Misc. girls (don't fit in either category)
Ai (Shin Chan) - she probably fits more in the mean girl category, but she is not really that stereotypically mean girl (except to her bodyguard), but she is very conseited.
Stacey (American Dragon: Jake Long) - she starts out as the stereotype mean girl but mellows a bit, and as the show goes on, becomes more nice
PS: Techinically Sam Manson from Danny Phantom counts as a rich girl.
