I am gonna go with Potsie Weber from Happy days....
Darrin Stephens from Bewitched? If you say Dick Sergeant's version I will agree with you, but he was AWESOME when Dick York played him.
 
Hey, My cat when i was a child was called Potsie - I would say Darryn ? from Bewitched.

Not the actors, just the character in general, He was so whiney. I would have zapped him off to wherever it was they were from.
 
Arnold the paperboy from the Flintstones. GOD how I hated that little sh*it. I wanted him to get run over by one of those prehistoric buses with boulders for wheels.
