ill give you some examples why i agree with the quote above
1. when russia had its first man orbit in space, the u.s.a increased education funds
2. when u.s.a rebelled against england, england developed a kinda firework that went up onto the sky and did absolutely nothing.
3. when u.s.a heard Germany was working on the atomic bomb, they quickly got on that, otherwise they probably wouldn't of bothered on working fast, not on working on it at all, but faster

@BASH: the telephone was made to better communicate during times of war, they were sick of making the beeping sounds, and to improve it they made the telephone, because they felt threaten that spies would steal the codes and sabotage the govt plans
@gold fighter, you're not, its not a nation, because humans are naturally not smart, but if the individual has an idea, he will help the civilization that offers him what he wants, so the nation will offer money, and "goods" to him, sometimes he will be a loyalist, and others he will go for the right side, but in general, civilizations do tend to advance in times of threat
