POKEMON HG QUESTION I NEED INFORMATION ON BELL TOWER!!!!!?

when i got rainbow ring, i went to the bell tower (trickiest stuff ever by the way) i went to the top. wen i got there it was dark and those wierd dancing jappenease ladies werent there. y werent they there and y wasnt it day. plez be specific
