Pokemon heartgold Pokethlon prize exchange...?

Why is it that when I'm at the pokethlon prize exchange in Pokemon Heart gold, can i only see around 5 of the offered prizes for the day? I've beaten every course and i just want a shiny stone and it wont even show the option. On my friends game you can see like 10 prizes.
 
You cant see all of the items you by unless you get national dex.

You get national dex by beating elite four go to the port in olivine city and prof. oak will give it to you.
