I play Emerald on a vba emulator and everything runs fine. I played game normally all the way up to where you awaken Rayquaza and he stops Kyogre and Groudon. I know from personal experience on the gameboy, which I completed it on, after you stop the 3 legends you are supposed to talk to Wallace, who will open the gym for you. He doesn't open the gym, he just says how breath taking his masters moves are. Steven is standing next to him, so I talk to him and he says maybe aqua/magma have gone to Mt Pyre to return Orbs. I go Mt Pyre and I see the leaders putting orbs back. But Wallace is still infront of gym.
I don't know if I missed something, because every guide says after legends are down talk to everyone on the island, which I did. It might be a glitchy thing with the emulator.
