Poetry - Emotional Content vs "Pretty" Wording?

Which do you prefer - poems that sacrifice form and structure for a more emotional approach, or poems that are stacked with assonance, alliteration and have an interesting rhyme scheme, but lack meaning? I realize that some poems may contain both, but from my experience, most non-professionals are either good at one or the other.

And let's face it, some poems are basically a bunch of random words that sound pleasing when put together, compared to say, a poem by Dr. Suess that is specifically made for its moral, although it may not sound as nice.

What say you poets? This question has been nagging at me for the longest time. Best answer goes for deepness of thought.
