Please help! Fish suffering from poisoning?

I noticed my fish were gasping for breath at the top of the tank. The heater was on too hot and actually melted some plastic causing white growth on the heater...

What do I do? I've taken out the heater and replaced it, but the fish are still gasping for breath. Should I do a big water change?

Please help.
