PLEASE EXPLAIN what should I use to build a site??

I want to make my very first site. I know I need a database. But I dont know HOW to make it. I downloaed WAMP..Im very confuesed.

Do I need WAMP? or is there any other way I can create a database driven dynamic site? Thanks :)
and then what do I do with WAMP when I get it hosted somewere? Is wamp just to TEST out the site? thank you :)
