OTOH, Rogers (which you can't get in Montreal), does deliver OMNI 1, OMNI 2, SUN TV (aka Toronto One), TLC, Speed, CNN and a whack of HD content On Demand (like HBO Canada HD On Demand). Bell is a national service; Rogers is a regional player and needs to deliver programming which is relevant to its core base -- it could be argued duplicate/timeshifting of CBC, CTV, Global, PBS is a nice to have but when more than 50% of Toronto residents weren't born in Canada, OMNI 1 and OMNI 2 probably serve a deeper need.
That said, as technology makes more bandwidth available, it would be nice to have as diverse and complete a palette of programmers as possible in HD.
