PLEASE DOES ANYONE KNOW IF "MAGAZINE SOLICATORS" SELLING ON UNIVERSITIES ILLEGAL?

I go to a university in Indiana and my girlfriend and I were eating lunch and a young guy looked to be about our age..asked if we would be interested in being part of a survey for eduation purposes. We said yea why not..he goes on to butter us up with nice comments I already had a bad feeling about him...he goes on to say that he by has to earn ''points'' selling magazines....he gives us a laminated card with just regular magazine titles like Disney..Outdoor ect..I had a feeling this was a scam but he was on our campus? he then goes on to say that if we buy a subcription and it could be a ''tax write off" bc its for education purposes..he wanted to sell a 4 year sub. for 80.00 or 3 yr for 60.00 by then me and my friend are like oo heck no......anyways...Does anyone know if its ILLEGAL to solicate on campuses? and if so is it unlawful for ALL solicators to not have permits??...I am thinking about contacting the campus police so they can put a warning out but i dont know? what should i do
