Playstation Home Won't let me go to plaza?

O.k. I have just found out about Playstation home not too long ago and I have account and made an avatar and everything, but when I try to go out of the apartment to the plaza it won't let me. It says Your parental controls will not allow you to download this place. Something like that, but if I go under setting my parental controls are off, so I don't know why it's saying that. Can someone please help I really wanna play this. Thanks.
 
Yea.. there's something wrong with going to your apartment if your in the plaza.

The only way to go to your apartment is to press start and go to owned spaces and select your apartment (Harbor Studio i think what's it called)
