PlayStation 2 Grand Theft Auto SanAndreas cheat codes?

What is the cheat code to drive and walk through walls? How do I make the cheat codes "City in chaos" and "Pedestrian riot permanent"? I saved it on the memory card but every time I play it again, I have to reset the codes. I know it saved the codes because before I saved it, it said "There are one or more cheat codes saved and is recommended that you don not save because it could effect your game play." What's the difference between "Pedestrian riot" and City in chaos"?
 
L2, RIGHT, L1, TRIANGLE, RIGHT, RIGHT, R1, L1, RIGHT, L1, L1, L1 City in chaos

Down, Up, Up, Up, X, R2, R1, L2, L2 Pedestrian Attack (cannot be turned off)
