If it's a multi-region player, then you will be able to play discs from other (non R2) regions.
However, whether you can view the output from the DVD player on a TV, depenRAB on whether the TV will accept an NTSC signal or not. Most recent TVs will happily accept an NTSC output from a multi-region DVD player, though older TVs may not and only a black&white / distorted picture might be seen.
Some multi-region DVD players will do a conversion from NTSC to PAL (of sorts) and output PAL, which won't trouble non-NTSC ready TVs. But if it doesn't, then your TV must be able to accept a NTSC signal.
Not a techie, but the above was what I experienced when I first got my multi-region player way back in 1998 and I had an older model TV. Eventually had to get a converter for it to work, before eventually upgrading TV to something better.
