i know that there is a way to move scrollbars around a webpage, but i can't exactly remember the code. let's use this as an example:

say i want that scrollbar moved to where the arrow directs. how could i do that?
note: i'm not trying to move the BROWSERS scrollbar, i'm trying to move a basic div scrollbar.
